Sir Raleigh is a frog pirate who operates in Wales. He is one of the five members of the Fiendish Five, the group of criminals who invaded Sly's home, murdered Sly's father, and stole pages from the Thievius Raccoonus before spreading across the world to forge their own criminal empires. Raleigh built a storm machine to sink ships and steal their treasure. After Sly defeats him and takes back his page of the Thievius Raccoonus, Raleigh is left for Inspector Carmelita Fox to arrest. Each Fiendish Five member reveals the location of the next one, and Raleigh reveals the location of Muggshot.

In Their Own Story

The Cooper Gang used the stolen Interpol police file to track the Fiendish Five to their respective hideouts around the globe. They tracked Sir Raleigh to his hideout in Wales, where he had built a storm machine to sink ships and steal their treasure. Sly infiltrated Raleigh's lair, defeated him, and took back his page of the Thievius Raccoonus. After his defeat, Raleigh revealed the location of the next Fiendish Five member, Muggshot, before being left for Carmelita to arrest.
